| Matt joined Synergies as a Consultant in 2007, having worked as a Research Assistant since 2004. Matt has consulting experience relating to utility industries, natural resource industries, community service industries and infrastructure. He has undertaken market and competition assessments, cost benefit analysis, regulatory impact assessment, delivered reports and advice, and prepared submissions for public consultations. Projects: - Assisted with a Public Benefit Test of further regulation of disability services in Queensland;
- Advised on characteristics of the WA natural gas industry and potential market failure;
- Determining the Fair Payment Price to compensate directed participants in the National Electricity Market. This task required determining compensation for manual frequency control activities and consulting directly with affected parties to achieve an accepted outcome amongst all parties involved;
- Preparing a report for the AEMC ‘DSP Contribution to Standing Reserve for Reliability Purposes in the NEM’ involving a detailed considered of the characteristics of demand side participation and current NEM design;
- Preparing carbon short courses, assisting clients in relation to the CPRS Green Paper and the Garnaut Review;
- Preparing a RIS and undertaking cost benefit analysis for ENERGEX in relation to a rule change proposal for electricity de-energisations;
- Undertaking an economic evaluation (including cost benefit assessment) of a policy to remove latent fishing symbols in Queensland for the Department of Primary Industries and Fisheries;
- Investigating annual renewal for liquor licences in Queensland. Matt’s role in this project was modelling the revenue and recovery of costs if a renewal fee is introduced.
